Working
for the M.O.D. in the 60’s and early 70’s on radio and
electronics, we established ourselves as a Radio Communications
Company in 1976. That business is still operating today allthough most of our time is dedicated to Electric Bikes.
We
started selling electric bikes as a hobby in 1998 and soon found
it to be a very interesting and growing market. With a strong technical
background we soon found ourselves giving technical help to some
of the largest importers of electric bikes, helping them improve
their models along the way.
We
also learned a lot about the laws relating to e-bikes, getting our
information direct from the Department Of Transport in London. (Unlike
some importers who rely on word of mouth (VERY RISKY!!).
As
a result of that direct contact with the department, the Department
of Transport learned something from us. They believed that most
of the electric bikes currently sold in the UK would have to carry
full EU approval from the 17th of June 2003, and therefore need
tax and registration. As a result of a conversation with the department's
Laurence Thatcher and myself, they learned that almost all the electric
bikes, whether throttle operated or not , did not need approval
because they did not need registering, having motors of 200 watts,
being below 40kg and having a top speed of 15 mph they would continue to be legal under the 1983 act. I pushed for
confirmation of this, and received confirmation by letter from Laurence
Thatcher after he consulted withhis legal team.
We found a very helpful company in China, who took some of our
Ideas on board to produce the range of electric bikes we now sell
in the UK and in Spain.
Also
from China are kids electric scooters now all having pedals to make them UK road legal. The
law on these scooters is not defined exept if they have fully usable pedals and conform to the 1983 electric bike act. None pedal electric scooters can only be referred to
in test cases in the UK, of which two say they are motor vehicles,
and one says they are electric bikes.
Spain and Holland see only scooters with internal combustion engines
needing registration. In Holland you can ride a full
size electric road scooter at the age of 14 even if it weighs 150kg
as long as it does not exceed 25 kmh. If we want to get rid of the
exhaust fumes we need to get rid of the exhausted laws !!
We
